Council Resolution | Eastwood Special Entertainment Precinct - Early Engagement

Early engagement on the proposed establishment of a Special Entertainment Precinct in Eastwood occurred from 1 December 2025 to 18 January 2026. During this period, our community provided feedback via the online survey, pop‑up sessions, and business visits.

The community engagement outcomes were reported at the Council meeting on Tuesday 24 February 2026 and the feedback helped inform Council's decision to endorse the proposed establishment of a Special Entertainment Precinct in Eastwood.

Council Resolution

At the Council Meeting held on Tuesday 24 February 2026, Council resolved (Item 6) to:

(a) Endorse the establishment of a Special Entertainment Precinct in Eastwood Town Centre, with a boundary as shown in ATTACHMENT 1.

(b) Endorse notification of the Department of Planning, Housing and Infrastructure, Liquor & Gaming NSW, the 24-Hour Economy Commissioner, City of Parramatta Council and other relevant agencies of Council’s intention to establish a Special Entertainment

Precinct in Eastwood.

(c) Notes the outcomes and findings of the early engagement undertaken between 1 December 2025 and 18 January 2026 on the establishment of a Special Entertainment Precinct in Eastwood, detailed in ATTACHENT 2.

(d) Endorse the investigation of Purple Flag accreditation for the proposed Eastwood Special Entertainment Precinct boundary in ATTACHMENT 1.

(e) Endorse a grant application to be submitted under the Special Entertainment Precinct Kickstart Grant Program Round 2.

(f) Commit to establishing an Eastwood Special Entertainment Precinct Working Group.

Next Steps

Following the Council endorsement, Council officers have submitted an application for the Special Entertainment Precinct Kickstart Grant Program Round 2 to seek funding for the establishment of the Eastwood SEP and investigation of Purple Flag accreditation.

Council officers will start working towards establishing the SEP trial in Eastwood. This will involve setting up a Precinct Working Group, undertaking an acoustic study, and preparing required documentations such as planning proposal and precinct management plan.

The Eastwood Special Entertainment Precinct Working Group (PWG) will assist in the preparation, monitoring and evaluation of the SEP. Details of the PWG will be announced in the coming weeks.
