At the Council meeting on 18 November 2025, Council resolved that the Draft Unsolicited Proposals Policy be placed on public exhibition.

An unsolicited proposal is an approach made to Council by a private sector entity, public organisation, or individual offering a unique and innovative idea, project, or service that has not been requested through a formal procurement or tender process.

The draft Policy applies to proposals involving Council-owned land, public infrastructure, innovative business ideas, or major commercial transactions that deliver community benefit.

The draft Policy has been developed to establish additional guidance and governance arrangements for unsolicited proposals. The draft Policy identifies when Council will consider direct negotiations in response to an unsolicited proposal and how they will be assessed in a way that minimises corruption risks.

Council invites our community's feedback on the draft documents, including the draft Policy and its FAQs and Lodgment Form.
